MACP for DOP employees announced.

By this time, you would have read the contents of OM on MACP for DOP employees. It will help IP cadre after ASP promotion.To be precise, after stagnating in 10 years in ASP post, one gets the promotion to the Grade Pay of Rs.4800/ from Rs4600/. On regular promotion to PSS Group 'B' no fixation in pay is permitted. The next Grade pay Rs .5400/ is after putting in four years regular service in PSS Group "B".

PSS Group "B" promotion would be of some benefit to those who have more than four years of service in PSS Group "B". The MACP makes Promotion to PSS Group 'B" still less attractive. As I have pointed out earlier in this post, the PSS Group 'B' cadre is devalued further. It is high time that DOP set right the injustice meted out to this neglected cadre.

Sub: Grant of grade pay rs.5400- at the time initial appointment to PSS Group ‘B’

Our demand for grant of Grade Pay at the time of initial appointment to PSS Group ’B’ cadre is still hanging fire. In the meanwhile, Department of Personnel and Training issued OM NO:AB.14017/61/2008-Estt.(RR) dated 24-03-2009, in which minimum eligibility service for next / higher grade pay has been prescribed. According to this, to get the grade pay of Rs.5400/= one has to put in two years service in the grade pay of Rs.4800/- whereas Rs.5400/ grade pay has been given after four years of service in the PSS Group ‘B’ Grade pay Rs.4800/=. Hence, there is strong case for granting grade pay Rs.5400/- to PSS Group B at the time of initial appointment.

This is also a pointer for minimum eligibility service for PSS Group ‘B’ to JTS Group ‘A’, which is three years at present. This should be revised to two years. If this is done many officers who are at the verge retirement in PSS Group ‘B’ but with less than three years but more than two years will be benefited by way officiating chance in Group ‘A’.


In view of prolonged stagnation in Grade Pay Rs 4600/-, the eligibility service of 6 years in Grade pay Rs.4800/- to get Rs.6600/- Grade Pay is to be reduced to 3 years as the eligibility service in Rs. 4600/- Grade Pay to Grade Pay Rs.6600/ is 7 years.

I request you to kindly take up this matter with Directorate. As per OM of the Department of Personnel and Training, the exercise should be completed by Directorate within six months.
