Editorial:

A devalued cadre, a road to decadence.

Step by step a cadre was devalued. A cadre was made slowly impotent and insignificant. A cadre that was made to exist in semi-bonded state. When a person is weak it is quite natural that person’s existence will become a question mark. Slowly, he will be pushed to slavery and when the person becomes incapacitated he will be sent oblivion. Decency and moderation have lost their value. Cacophony and cunningness has been accorded the Machiavellian status. The theory of Frederick Nietzsche is gaining approval.

This is the state of condition of PSS Group “B” cadre. A Divisional head has been equated with a JAO. Now, one need not sit for PSS Group Examination to get quick promotion. With one stroke you can become an officer by passing JAO examination. Why all this trouble of becoming an IPO and appearing for an examination after five years trying your luck through the examination to become a Group “B” officer? Now, the MACP will be more attractive to remain as ASP than a PSS Group “B” officer.

The causality is efficiency and productivity. A depressed and degraded employee cannot be expected to put in his efforts to become efficient and able. A devalued coin does not command exchange value. So is a devalued cadre that will not command any respect and ultimately the system will become loose and fragmented. Injustice meted out to a small cadre may not bring in instant reaction but this is the beginning of decadence of a system that has been nurtured and maintained over one and half centuries by a dedicated band of Inspector cadre officials.
Let us forget our differences, let us unite and regain the lost ground.

Shri K N Manjunath, Sr Postmaster, Mysore retired on superannuation on 31-03-2009.
Shri M.Shanmugam retired as SSPOs, Bangalore West Division.
Shri K M Joshi, SPOs, Haveri Division retired on 31-05-2009.
Shri K Kangarajan, SSP Kolar and Shri Ramachandraiah, Asst. Director, S K Regional Office retired on 30-06-2009.

The Association wish them a very happy and long retired life.

Shri Chandrashekarachar, AD SK RO was posted as SP, Tumkur, and Shir K. Radhakrishna as SRM, “Q” Dn.

Shri H.K. Holla was promoted on adhoc basis and posted as AD, SK RO.
Your Circle Secreatary was posted as AD, CO and Shri Gaikwad, ASP was promoted on adhoc basis and posted as DCPM, Bangalore GPO. This is the sixth order of transfer to your circle secretary since he got his promotion in Sept. 2006 but put into effect only thrice..

Shri G.Eshwarappa was promoted a SSP, Bangalore South Division on ad hoc basis and Shri A.M.D’Souza, SSP, BG. South Division as SSP, Kolar Division.

Welcome to Smt Sheuli Burman. who has been posted as DPS, SK Region in the place of Shri K.Prakash, DPS who was posted as DPS (BD), TN Circle, Chennai.

Congratulations to Shri Sampath, earlier SSP, Mysore Divison and DPA, Hyderabad and Vadidara Region, who has been promoted and posted as Postmaster Genera, Vijayawada Region.

Also, hearty congratulations to Smt Shrada Sampath, earlier SSP, Mangalore, Dy.Director, PTC, Mysore, DPS, Hyderabad Region and Director, PTC, Vadodara, who has been promoted and posted as PMG, Vishakapatnam region.

JTS Group ‘A” promotion:

The distinction between JTS & STS has been done away with in the recommendation of Sixth CPC. DPC has been conducted for the promotion from PSS Group ‘B’ to Group ‘A’ cadre. List of officers promoted is awaited.

Monthly subscription:
Monthly subscription to association is Re 30/ as per the amended constitution. All the members are requested to ensure recovery of Rs 30 a month from their salary, and remittance to

All India WC:

In the CWC held at Meerut on 15 & 16 March, 2009, it was proposed to have our next All India Working Committee of the Association in Karnataka Circle. Members are requested to sponsor the meeting in a Head Quarters outside Bangalore City. Holding a Working Committee meeting in Bangalore will be very costly due to high cost of accommodation and transport.
