Injustice Unlimited
Time and again, the injustice inflicted upon our cadre has been highlighted in this blog. But, there has been no reaction. The Income Tax Officers, who were in the pre-revised scale of Rs.6500-225-10500 achieved revision of pay to Rs.7500-250-12000 w.ef.21-04-2004. And, from 01-01-2006, all of them got Grade Pay of Rs. 5400/- irrespective of the fact whether they have put in 4 years of service as on 01-10-2006 or not.
The JAO got Rs.4800/ Grade pay w.e.f from 01-01-2006. The duties and responsibilities of PSS Group ‘B’ cadre officers are not being considered for up gradation of Grade Pay. With All India Transfer liability and without any cadre review for decades together, a cadre is being kept continuously in demoralized condition. While more and more responsibilities are thrust upon the cadre, the welfare of the cadre is not neglected altogether. A step motherly treatment is meted out this cadre.
Now, it is told that the IT and CE Inspectors pay has been revised so that they will get Rs. 4600/ Grade Pay. What will be the position of the ASPOs and PSS Group “B” officers? Will the DOP pay attention to the gross injustice done to this cadre of PSS Group “B” and set right the partiality shown to this cadre…..??

Five day delivery
- Story Highlights
- Reducing hours, closing post offices and ending Saturday service being considered
- Postal Service has list of 681 post offices to study for possible closure
- Volume of regular mail expected to decline 15 percent in 2009, official says
- Service continues to lose money as use of e-mails, online payments rise
WASHINGTON (CNN) -- The U.S. Postal Service is considering ways to save money on mail delivery as Americans send less mail and the service
loses more money.
"The Postal Service desperately needs to restructure, for its long-term and current financial viability," Phillip Herr of the General Accounting Office told Congress on Thursday.
Among the options under consideration are reducing post office hours, closing some post offices, consolidating processing centers and ending Saturday delivery.
In an effort to cut costs, the Postal Service has drawn up a list of 681 post offices to study for possible closure.
The Postal Service's Jordan Small told Congress on Thursday that most of these are in urban areas so affected customers would not have to go far to find another one near them.
Any post office closures would not affect mail delivery at homes and businesses, he said. But members of the House subcommittee that oversees the Postal Service questioned him closely on what criteria would be used for choosing any post offices for closure and how customers would be affected.
Small also recommended an end to Saturday delivery, which some estimates say could save $2 billion to $3 billion a year.
Follow a mail carrier on his route to see if people are mailing less today on "The Situation Room With Wolf Blitzer."
"Mail-volume levels can no longer sustain six-day-a-week delivery," he said.
A recent Gallup Poll reported 66 percent of Americans support cutting mail service to five days a week.
The volume of regular mail decreased 5 percent last year, and Herr said it is expected to decline 15 percent in 2009, producing a loss of $7 billion this year.
He said even if the economy recovers, the trend would not reverse as Americans increasingly turn to e-mail, online shopping and online bill payments.
"The most drastic is probably the first-class mail," said letter carrier Delvin Johnson while on his route in suburban
But Johnson said he still has to go to every address, even though each stop is bringing in less revenue this year.
At one house in the neighborhood, a customer said she would have no problem with ending Saturday delivery.
"If they deliver to residences -- not necessarily to businesses, but to residences -- let's say, Monday Wednesday and Friday -- that's more than sufficient," retiree Janet Bachman said.
At another stop, a nonprofit group, the top priority was avoiding price increases.
"If they were to cut back on delivery days, it wouldn't be as important to us as if they were to raise our rates," said Dave Lesser, who handles mailings at Physicians Committee for Responsible Medicine. "What really is important to us is that we can get our literature out to people at an affordable price."
The Postal Service implemented a hiring freeze last year and is trimming its staff by tens of thousands through attrition and early retirement offers.
Small said, "We are very proud of the fact that we have never had to lay any employees off."
Johnson, the letter carrier, said he was relieved to be working -- even if the length of his assigned route increased this year. "During these times, you know, you have to adjust," he said.

PSS Group "B" promotion would be of some benefit to those who have more than four years of service in PSS Group "B". The MACP makes Promotion to PSS Group 'B" still less attractive. As I have pointed out earlier in this post, the PSS Group 'B' cadre is devalued further. It is high time that DOP set right the injustice meted out to this neglected cadre.

Dear Sir,
Sub: Grant of grade pay rs.5400- at the time initial appointment to PSS Group ‘B’
Our demand for grant of Grade Pay at the time of initial appointment to PSS Group ’B’ cadre is still hanging fire. In the meanwhile, Department of Personnel and Training issued OM NO:AB.14017/61/2008-Estt.(RR) dated 24-03-2009, in which minimum eligibility service for next / higher grade pay has been prescribed. According to this, to get the grade pay of Rs.5400/= one has to put in two years service in the grade pay of Rs.4800/- whereas Rs.5400/ grade pay has been given after four years of service in the PSS Group ‘B’ Grade pay Rs.4800/=. Hence, there is strong case for granting grade pay Rs.5400/- to PSS Group B at the time of initial appointment.
This is also a pointer for minimum eligibility service for PSS Group ‘B’ to JTS Group ‘A’, which is three years at present. This should be revised to two years. If this is done many officers who are at the verge retirement in PSS Group ‘B’ but with less than three years but more than two years will be benefited by way officiating chance in Group ‘A’.
In view of prolonged stagnation in Grade Pay Rs 4600/-, the eligibility service of 6 years in Grade pay Rs.4800/- to get Rs.6600/- Grade Pay is to be reduced to 3 years as the eligibility service in Rs. 4600/- Grade Pay to Grade Pay Rs.6600/ is 7 years.
I request you to kindly take up this matter with Directorate. As per OM of the Department of Personnel and Training, the exercise should be completed by Directorate within six months.
Thank you.
Yours faithfully

Sir
Sub: Resolutions passed in the meeting of Postal Officers’ Association (India),
The meeting of the members of Postal Officers’ Association, India Karnataka Circle was held at Bangalore on 27.07.2009. Following resolutions were passed in the meeting. I request you to kindly take up the matter with the DOP for early action.
Resolutions:
1. There is urgent need for the revision of Pay of Group ‘B” ( Supdt of Pos) to maintain the earlier relativity with ASPOs and HSG.I officials, and also in view of up gradation of the pay of JAO and placing them on par with Supdt of Post Offices whose duties and responsibilities are much more higher , voluminous and exacting than the above said lower level functionaries. Hence it is resolved to demand for up gradation of the initial pay of Supdt of Posts (Group.’B’ ) to Rs.8000-275-13500 of pre revised scale and with Rs.5400 Grade pay in pay band 2 of revised pay.
2. It is resolved to urge the Dept of Posts to release the increment on up gradation of their Grade pay from the present Rs.4800 to Rs. 5400/ in the lines of clarification No.2 issued in OM NO: 1/1/2008.IC dt 13.09.2008.
3. It is resolved to urge the Dept of Posts to constitute of Cadre review of PSS Group ‘B’ Officers. So far no cadre review has been done to this cadre. DOP is requested to complete the cadre review within 3 months.
4. It is resolved to grant Grade pay of Rs.6600/ after 4 years instead of Rs.5400/ as at present. In the light of introduction of MACP, there is necessity to fix the Grade pay of PSS Group ‘B’ at Rs.5400 at the time of regular promotion and Rs.6600 after four years of service in the grade pay of Rs.5400/.
5. It is resolved to demand the posting of PSS Group ‘B’ officers in their home Circle itself against future vacancies which may occur within a period of one year. There is no meaning to transfer an officer after a long year of service at the time of the retirement within five years from the date of promotion. It is also resolved to demand removal of one year minimum stay in the Circle to which the officer was allotted .
6. It is resolved to demand finalization of DPC to promotion of Group ‘A’ cadre within one year. The Dept takes a longer period to finalise the promotion. It is now being done once in two years. The Circle association urges the DOP to finalise the exercise of promotion to JTS Group ‘A’ every year as per the instruction of GOI to remove stagnation and frustration. Many officers retires without getting regular promotion to Group ‘A’ and further promotion of officers in review is affected by this delayed promotion to JTS Group ‘A’.

Association Meeting
Sixteen members were attended the meeting. The Circle Secretary welcomed the members and requested the Circle President to chair the meeting. The following agenda was taken up.
1. Grant of increment on financial up gradation to GP 5400
1. The members were aggrieved over the ill treatment in fixing of pay for PSS Group. B officers and lamented over the lack of any promotional avenues. There was stagnation over the long period and takes more than seven years to get promotion to Group ‘A’ cadre.
2. The Dept of Posts have not taken care of PSS Group ‘B’ while fixing the initial pay consequent upon the report of the 6th pay commission. The grade pay of Rs.5400/ was an eye wash and no increment is given while giving the grade pay of Rs.5400/.
3. The members felt and demanded that the Grade Pay should be fixed at Rs.5400/ to maintain the relativity between ASP and HSG.I and Supdt of Pos. The difference of Rs.50/ in the pre revised scale and the Grade pay difference of Rs.200/ is woefully inadequate and is not befitting to the status, duty and responsibility of Divisional Supdt. It is a pity that a Divisional Supdt is kept at lower grade pay than a number of functionaries, whom he has to keep a liaison at District level their duties and responsibilities are much lower than the Divisional Supdt. The ground reality in meeting the various functionaries at State and Central Offices with a lower status hampers quick results and affect, the efficiency of the Department.
4. Now the JAOs, who are the subordinates to the Supdt Circle Stamp Depot are equally placed with the PSS Group ‘B’ . Hence to maintain the status of the PSS Group B officers, there is an urgent need to fix the Grade pay at Rs.5400 in the pre revised scale of Rs. 8000- 275-13500.
5. It is pity that no cadre review has been done for PSS Group ‘B’ officers so far. There has been stagnation and frustration among the officers. The Members felt that we should immediately demand cadre review in tune with the guidelines issued by the Department of personal.
The following resolutions were passed with the vote of thanks by Shri. H.V.Renganath AD ( FS) , CO, and the meeting was concluded at 0730 PM.

Bulletin NO: 3 July,2009.
Welcome to this blog of Karnataka Postal Officers’ Association. Our special appreciation and gratitude to Shri S Balachandran, Asst. Director, Circle Office for designing this blog
Editorial:
A devalued cadre, a road to decadence.
Step by step a cadre was devalued. A cadre was made slowly impotent and insignificant. A cadre that was made to exist in semi-bonded state. When a person is weak it is quite natural that person’s existence will become a question mark. Slowly, he will be pushed to slavery and when the person becomes incapacitated he will be sent oblivion. Decency and moderation have lost their value. Cacophony and cunningness has been accorded the Machiavellian status. The theory of Frederick Nietzsche is gaining approval.
This is the state of condition of PSS Group “B” cadre. A Divisional head has been equated with a JAO. Now, one need not sit for PSS Group Examination to get quick promotion. With one stroke you can become an officer by passing JAO examination. Why all this trouble of becoming an IPO and appearing for an examination after five years trying your luck through the examination to become a Group “B” officer? Now, the MACP will be more attractive to remain as ASP than a PSS Group “B” officer.
The causality is efficiency and productivity. A depressed and degraded employee cannot be expected to put in his efforts to become efficient and able. A devalued coin does not command exchange value. So is a devalued cadre that will not command any respect and ultimately the system will become loose and fragmented. Injustice meted out to a small cadre may not bring in instant reaction but this is the beginning of decadence of a system that has been nurtured and maintained over one and half centuries by a dedicated band of Inspector cadre officials.
Let us forget our differences, let us unite and regain the lost ground.

Sub : Additional Relief on death/disability of Government servants covered by the new Defined Contribution Pension System (NPS)
The undersigned is directed to say that the pension of the government servants appointed on or after 1.1.2004 is regulated by the new Defined Contribution Pension System (Known as New Pension Scheme), notified by the Ministry of Finance (Department of Economic Affairs) vide their O.M. No 5/7/2003-ECB 2 PR dated 22.12.2003.
2. On introduction of the New Pension Scheme, among others, the Central Civil Services (Pension) Rules 1972, and the Central Civil Services (Extraordinary Pension) Rules were amended on 30.12.2003. Under the amended Rules, the benefits of Invalid Pension/Disability Pension and Family Pension/Etraordinary Family Pension/Liberalized Pensionary Award relief are not available to the Government servants appointed on or after 1.1.2004.
3. Ministry of Finance (Department of Economic Affairs) has subsequently clarified that the New Pensin Scheme is a replacement for only pension under normal circumstances and family pension in case of death of employees after retirement.
4. A High Level Task Force (HLTF) constituted by the Government has recommended certain additional benefits that can be provided on death or discharge on invalidation/disability of a Government servant covered by the New Pension Scheme. It is likely to take some time before the Rules regulating these benefits under the New Pension System are put in place.
5. Meanwhile, considering the hardships being faced by the employees appointed on or after 1.1.2004, who are discharged on invalidation/disablement and by the families of such employees who have died during service since 1.1.2004, the President is pleased to extend the following benefits to Central Civil Government Servants covered by the New Pensin Scheme, on provisional basis till furtgher orders:

The employee/his family will also be paid Dearness Pension/Dearness Relief admissible from time to time in addtion to the above benefits, on provisional basis.
6. The above provisional payments will be adjusted against the payments to be made in accordance with the Rules framed on the recommendations of the HLTF and recoveries, if any, will be made from the future payments to be made on the basis of those rules.
7. The recommendations of the HLTF envisage payment of various benefits on death/discharge of a Government employee after adjustment of the monthly annuitised pension from the accumulted funds in the NPS Account of the employee. Therefore, no payment of monthly-annuitised pensin will be made to the employee/family of the employee during the period he/she is in receipt of the provisional basis mentioned in para 5 above.
8. In case where, on discharge/death of the employee, the amount of accumulated funds in teh NPS account have been paid to the employee/family of the employee, the amount of monthly-annuitised pension from the date of discharge/death will be worked out in accordance with the rules/regulations to be notified by the Department of Financial Services/PFRDA and the same will be adjusted against the payment of benefits/relief after the notified rules in this respect are in place.
